From Interpretation to an Enduring Enterprise Portfolio

From Interpretation to an Enduring Enterprise Portfolio

Organisations do not need to begin by changing how they operate to establish an Enterprise Portfolio Architecture. Most already have much of the information required. They have strategies, architecture, portfolios, programmes, projects, investment information, governance structures and established ways of delivering change. The initial opportunity is to connect that information differently.

Enterprise Portfolio Architecture provides enduring enterprise structures through which an organisation can establish a connected understanding of what the enterprise is, what continually needs to evolve and how existing delivery activity contributes to that evolution. Importantly, these structures are intended to endure. Once validated, they provide a continuing enterprise foundation that does not need to be reconstructed around each new strategy, organisational change, programme, project or transformation.

This creates a progressive journey through Interpret → Validate → Align → Establish → Roadmap → Operate. The first four stages allow the organisation to establish its enduring Enterprise Portfolio and begin creating value from that connected perspective before determining what, if anything, needs to change in how the Enterprise Portfolio operates.

Interpret

The starting point is to see the enterprise through EPA. An initial interpretation establishes Enterprise Definition, Enterprise Core Capabilities, capability-aligned Portfolios and Enterprise Demand Objects, together with visible Delivery Responses and an initial Enterprise Portfolio position.

The objective is to make the enterprise tangible through an enduring structure before asking the organisation to change anything. At this stage, the architecture remains an interpretation, providing a substantive starting point that can then be tested against organisational knowledge.

Even at this initial stage, a different enterprise perspective begins to emerge. Existing strategies, investments, programmes, projects and other enterprise activity can be considered in the context of the enduring capabilities and enterprise needs they exist to influence, creating a foundation for understanding relationships that may be less visible through existing organisational or delivery structures.

Validate

The initial interpretation can then be tested using organisational knowledge. Enterprise Definition, Enterprise Core Capabilities, capability-aligned Portfolios and Enterprise Demand Objects are confirmed and refined with leadership and relevant stakeholders, progressively turning the external interpretation into an organisation-informed view of the enterprise.

Validation establishes an important point of continuity. Once confirmed, Enterprise Core Capabilities, their aligned Portfolios and Enterprise Demand Objects form the enduring structure of the Enterprise Portfolio. The Enterprise Core Capabilities provide an enduring expression of what the enterprise does within the context established by Enterprise Intent and Enterprise Context, while Enterprise Demand Objects represent the enduring enterprise needs through which those capabilities continually evolve. These structures are not intended to be recreated as strategies evolve, organisational structures change, programmes begin and conclude, projects are delivered or technologies advance. They provide continuing points of reference through which those changes can be understood.

Each Enterprise Demand Object represents an enduring enterprise need that can evolve as Enterprise Intent, Enterprise Context and enterprise understanding change. That evolution contributes to the continuing evolution of the Enterprise Core Capability within which the Demand Object sits. Across the Enterprise Portfolio, these enduring structures provide continuity while enabling the enterprise itself to continually evolve.

Align

With the enduring structure validated, the organisation can connect its existing enterprise activity to it. Existing portfolios, programmes, projects and other Delivery Responses can be aligned to the Enterprise Demand Objects they are progressing, while associated investment, resources, risk, value and other enterprise considerations can be understood through the same structure.

This can begin to reveal relationships that may be difficult to see when information is organised primarily around existing organisational and delivery structures. Several projects may be contributing to the same underlying Enterprise Demand Object. A single programme may contribute across several capability-aligned Portfolios. Investment and resources may be concentrated around particular areas of Enterprise Demand, while other enduring needs have limited visible response. Dependencies may cross existing portfolio or organisational boundaries, and sequencing relationships may become clearer when Delivery Responses are viewed against the enterprise needs they collectively progress.

These observations do not automatically mean something should change. Their immediate value is in making the enterprise easier to understand. The organisation can begin to see existing delivery, investment and enterprise activity through a common and enduring structure without first redesigning the way that activity is governed or delivered.

Establish

The validated architecture and aligned enterprise environment can now be brought together into an initial Enterprise Portfolio position. Leadership can see, in one connected view, what the enterprise is, what must endure, what continually needs to evolve, what is currently being delivered and how those elements interact.

This is an important point in the journey because significant value can already have been created without changing how the organisation operates. The organisation has established an enduring Enterprise Portfolio and aligned its existing environment to it. Strategy, investment, finance, resources, risk, value and Delivery Responses can now be connected through a common enterprise structure centred on enduring Enterprise Demand within each Enterprise Core Capability.

That perspective may reveal concentrations, overlaps, gaps, dependencies or sequencing considerations that were less visible when viewed through separate organisational, investment or delivery structures. It also establishes a continuing basis for future understanding. As strategies change, investment decisions are made and Delivery Responses begin, adapt and conclude, they can continue to be connected to the same enduring Enterprise Portfolio.

The value is therefore not limited to producing a clearer view at a particular point in time. The organisation has established the enduring structures around which its continuing enterprise understanding can now be maintained. Only then does the question need to move from establishing the Enterprise Portfolio to determining how it should continually operate.

Roadmap

Once the Enterprise Portfolio has been established, the organisation can determine how it will prepare for the Enterprise Portfolio Operating System — EPOS. The roadmap defines how the capabilities and supporting structures required for EPOS will be progressively embedded within the organisation.

This includes considering what already exists across governance, ownership, accountability, processes, methods, functions, information, capability and supporting technology; what can be retained; what needs to connect differently; and what may need to change to support EPOS.

This sequencing is important. Operational change follows an established understanding of the enterprise and its enduring Enterprise Portfolio. The organisation can therefore determine what capability and operating change is actually required before progressively establishing EPOS.

Operate

The Enterprise Portfolio can then progressively operate through the Enterprise Portfolio Operating System — EPOS. Enterprise Portfolio Planning, Portfolio Delivery Planning, Portfolio Delivery Execution and Enterprise Portfolio Interpretation operate through EPOS, supported by Decision Interaction and the established Enablement Structures.

The enduring Enterprise Portfolio now becomes the continuing focus through which the enterprise can plan, interpret and make decisions. Enterprise Intent and Enterprise Context inform the evolution of Enterprise Demand Objects. Investment, resources, risk, value and Delivery Responses can remain connected to those enduring enterprise needs, while the evolution of individual Demand Objects contributes to the continuing evolution of their Enterprise Core Capabilities.

The Enterprise Portfolio therefore becomes a continuing enterprise capability. Its enduring structures provide continuity across successive strategies, investments and Delivery Responses, while EPOS provides the operational capability through which the enterprise can continually understand, plan and guide its evolution.

Establish the View Before Changing the Operation

The progression from Interpret → Validate → Align → Establish allows an organisation to work largely with what it already has. It establishes the enduring Enterprise Portfolio, connects existing enterprise activity to that structure and creates a different perspective of how the enterprise is currently evolving. This alone can provide significant value before changes are made to governance, processes, methods, functions or supporting systems.

Roadmap can then define how the organisation will prepare for EPOS, before Operate progressively establishes continuing operation through EPOS. The complete journey therefore moves from Interpret → Validate → Align → Establish → Roadmap → Operate.

The significance of that progression extends beyond implementation. Once validated and established, the Enterprise Portfolio provides an enduring focus for strategy, investment, finance, resources, risk, value and delivery as the enterprise continues to evolve. The organisation does not need to reconstruct its enterprise view around each successive wave of change; it has established the enduring structures through which that change can continually be understood.

Establish the enduring Enterprise Portfolio first. See the enterprise differently. Then determine how best to operate through it.
